The number of samples applying for classification and analysis decreased in the first month of the year
According to the Customs Department of Goods Verification, in the first months of the year, the department issued a dispatch to request its subordinate units to follow and take measures to perform operational activities to shorten the time for classification, analysisand identification of goods codes. In addition, reviewing verification equipment, mobile verification vehicles to provide a plan for effective use verification,classification and analysis and specialized inspection.
According to the Customs Department of Goods Verification, from January 1 to February 15, the department’s units received 1,375 samples for classification and analysis, decreasing by 277 samples compared to 2019. The department conducted classification, analysis and issued notification of classification andanalysis for 1,363 samples, changed 53.3 percent results of declared samples, of which 12.6 percent of samples were subject to tax increase, 14.5 percent were subject to tax decrease; 26.05 percent of samples subject to changed code but not subject to changed tax rate; 2.15 percent of samples were analyzed but not classified. At the same time, reviewed the analysis results and sent 120 dossiers and 194 samples to the Import and Export Duty Department for classification.
Notably, 100 percent of classification and analysis results were used by local customs departments for customs clearance of import and export goods. These results helped units to accurately classify goods codes, contributing to the full revenue collection to the State budget and anti-trade fraud via codes, creating a fair and competitive environment for businesses.
The representative of the Customs Branch of Goods Verification No.2 under the Customs Department of Goods Verification said the number of samples applied for classification and analysis decreased by 50 percent compared to the period before the Lunar New Year. The reason is that the volume of imported raw materials for production was concentrated at the end of the year, thus the volume of samples increased sharply.
“The Covid-19 epidemic has affected the department’s classification and analysis. The volume of samples decreased because the volume of goods with C/O form E imported via Hai Phong Port declined significantly. In the near future, the volume of goods imported from South Korea will continue to fall, so the number of samples applied forclassification and analysis will also decrease,” a representative of the Customs Branch of Goods Verification No.2 said.
In Lang Son, import and export activities have also been heavily affected by Covid-19. Therefore, the number of samples applying for classification and analysis at the province decreased significantly.
The Customs Branch of Goods Verification No.6 focuses on completing the establishment of a laboratory in accordance with Vilas standards.
Strive to shorten the time for classification and analysis
In 2020, the Customs Department of Goods Verification strives to reduce the number of samples applied for classification and analysis (less than 10,000 samples), strengthen risk management in verification and shorten the time of issuing verification,classification and analysis results (95 percent of results issued in accordance with regulations), reduce the number of samples with classification and analysis results without changing codes.
The Department also focuses on upgrading and effectively applying the management software for verification, classification, analysis andinternal management, participating in developing operational measures to integrate into the Customs IT system. It develops regulations for specialized inspection conducted the General Department of Vietnam Customs; reviews legal documents related to specialized inspection; systematize documents on standards, regulations, methods and procedures for specialized inspection. The Department develops legal frameworks and prepares conditions on capacity and equipmentfor specialized inspection, quality inspection, food safety inspection; prepares to implement the scheme “Reforming quality inspection of export and import goods" after the Government approves it.
Along with that, the department maintains and expands the Vilas laboratory to meet the requirements ofquality verification, specialized inspection; builds laboratories meeting Vilas standards at the Customs Branch of Goods Verification No.5 and Customs Branch of Goods Verification No.6. On the other hand, strengthening inspection and guidance on verification, classification, analysis in the whole sector, focusing on targeted businesses; implementing internal inspection and control of the Department to ensure the unified direction of specialized inspection, classification and analysis.
