General Department of Vietnam Customs implement renovation plan for human resource management

VCN – By implementing renovation plan for some human resource management activities based on positions, in 2018, General Department of Vietnam Customs will focus on 2 main programs. The first point is completing working position system at 3 levels. The second point is conducting evaluation customs officers’ capacity at 6 professional areas in the whole sector; initially apply in some personnel activities.

In order to implement the targets on enhancing national competitiveness and facilitating business community to develop as stated in Resolution 19-2017 / NQ-CP, Resolution 35 / NQ-CP of the Government and request of the Ministry Finance; The Customs sector identifies human resource management reform as a key and long-term strategy to build up a professional customs officials team and capable of carrying out the tasks of the sector in the future.

Therefore, in order to proactively implement these guidelines and overcome limitations of human resources management in the customs sector, the General Department of Vietnam Customs (GDVC) issued Decision No. 166 / QD-TCHQ dated 25/1/2018 on Renovation Plan for Human Resource Management based on working position in 2018.

The objectives for implementation are divided into three phases, including:

Firstly, completing working position system and evaluation customs officials’ capacity working in 6 main professional areas (supervision, anti-smuggling and investigation, risk management, import – export activities and legislation)

Secondly, evaluating the capacity of customs officials in all areas of the sector, applying in the transfer, rotation, arrangement and training in a number of fields and units; initially, manage the working results of Customs officials in some departments under the GDVC.

Thirdly, synchronized implementation of capacity assessment, work performance management, and application of human resource in key areas of the sector.

The renovation implementation plan is expected to contribute to accelerating the overall modernization of the sector and enhancing customs integrity, especially in human resources.

Accordingly, in 2018, the GDVC will focus on two main areas. The first one is the completion of the working position system (portfolio, job description, capacity framework) at all three levels from the General Department, the Customs Department and the Customs Branch.

Secondly, evaluating the capacity of customs officials working in 6 major areas of the sector (process development, capacity assessment software, capacity assessment); Initially applied in some organizational activities such as training, arrangement, transfer and rotation.

In order to thoroughly understand the basic contents of the plan issued together with Decision No. 166 / QD-TCHQ mentioned above and discuss the implementation method in the whole sector, on 16/3, the GDVC will hold a meeting with a specialized team for developing and implementing the capacity assessment of customs officials.

To effectively implement the plan, meeting the objectives and requirements, it needs to get involved actively and proactively with relevant units in the whole sector, together with the actual participation of heads of the units.

Hopefully, the human resources of the Customs sector will have changes that are commensurate with the reform and modernization requirements of the sector as well as the policy of building, improving the efficiency and effectiveness of the State management of Customs.
