This result accounts for 68% of the assigned target for 2016 (the revenue target is 390 billion vnd). There are 4 areas which Customs officers have focused on through Customs post-clearance audits, including: Customs value; HS codes; processing and export production; and commercial policies. In particular, the revenue from inspecting HS codes is the largest collection with more than 103.5 billion vnd (38.5%); revenue from Customs value of nearly 96.4 billion vnd (equivalent to nearly 36%); revenue from commercial policies of 42.8 billion vnd (equivalent to nearly 16%); and revenue from processing and export production of nearly 25.5 billion vnd (equivalent to about 9.5%).

The Hai Phong Customs Department has conducted 1,818 post-clearance audit cases, including 39 cases assigned by the General Department of Vietnam Customs. To date, the Hai Phong Customs Department has accomplished 1,470 cases, with 37 cases under the plan of the General Department of Vietnam Customs.

According to the Hai Phong Customs Department, in order to accomplish the assigned tasks when the provisions on Customs post-clearance audits in the Customs Law and relevant legal documents have been changed remarkably, the Hai Phong Customs Department has focused on Customs post-clearance audits at the headquarters of the declarants and groups, corporations and enterprises with a large turnover or a high risk level.

In addition to budget revenues, through Customs post-clearance audits, the Hai Phong Customs Department has guided enterprises to understand the provisions of the Law, declare under current regulations, promptly handle errors and prevent cases of intentional violations. In addition, through Customs post-clearance audits, the Department has found inadequacy of policies to propose amendments to the Law, contribute to fighting against commercial fraud and increasing budget revenues.
