Hai Phong Customs strives to achieve revenue target in 2022

In 2022, one of the key tasks set by Hai Phong Customs Department is to effectively develop and implement solutions to collect revenue and prevent revenue loss, striving to exceed the public revenue target.
Accordingly, the department has focused on assessment of revenue sources, import and export activities of enterprises under the department’s management; analyzed and forecasted the impact of subjective and objective factors on the results of the revenue collection to implement appropriate solutions to increase revenue and prevent revenue loss to hit the target of VND63,630 billion in 2022.
In 2021, the municipal customs department collected VND66,362 billion, meeting 118.5% of the target assigned by the Ministry of Finance and 109.7% of the target assigned by the General Department of Vietnam Customs (GDVC), a year-on-year increase of VND11,694 billion.
The revenue at Hai Phong area shows a year-on-year surge of 21.2% to VND57,861 billion, meeting 116.9% of the target assigned by the Ministry of Finance and 110.2% of the target set by the GDVC.
The revenue of three provinces outside the city (Hai Duong, Hung Yen, Thai Binh) under the management of the department rose 22.4% to VND8,501 billion compared with the previous year, reaching 130.8% of the target set by the ministry and 106.3% of the target assigned by the GDVC.
In 2021, the department contributed over 17.5% to the total revenue of the Customs sector and achieved the second largest revenue in the country.
The department has also directed and removed problems and difficulties for its branches in collecting debts. The department has coordinated with relevant units to propose solutions to the local government to improve the efficiency of fee collection for use of seaport infrastructure.
Director of Import and Export Duty Division under Hai Phong Customs Department, Nguyen Ngoc Khanh said the department has received direction from the GDVC and local government and good coordination with relevant units in implementing the revenue collection.
However, getting experience in performing the task for many years, especially in 2021, and overcoming shortcomings, the Import and Export Duty Division proposed solutions to the department’s leader to increase budget revenue.
The effective solutions include promoting the reform of administrative procedures, IT application at all professional stages, creating the most favorable conditions for businesses in going through customs procedures, increasing revenue while ensuring pandemic prevention.
The division also advised the department’s leader to develop specific plans for revenue collection from early in the year. Accordingly, the department assigned specific tasks to each unit and the implementation methods to comprehensively conduct the revenue collection and check the progress of the units.
The other key solutions are to implement Plan 2557/KH-HQHP dated February 25 developing the Customs-Business partnership, enhancing the efficiency of operations at the department; improving the service quality for people and businesses in implementing customs procedures, customs control, and trade facilitation.
At the same time, the department strengthened the organization of dialogue and solving problems, creating trust for the business community when carrying out customs procedures at the Department. It also improved human resources and maintained the working team to resolve problems for businesses.
In addition to solutions on facilitation, Hai Phong Customs has strengthened anti-smuggling, trade fraud through customs control, post-clearance audit and inspection.
The department has expedited the inspection of customs value, codes and tax rates in customs clearance, reviewed and assessed high-risk items, and goods that are declared fake origin, illegally transshipped, falsely declared HS codes and names, especially for shipments with high value, high tax rates and high frequency of import and export.
Therefore, the department has closely controlled the situation, prevented the establishment of smuggling rings and illegal transportation of goods, creating a transparent business environment for businesses and combating revenue loss.
Regarding tax debt management, the department has strictly monitored the tax debts, classified debt groups and tax debt status of enterprises to provide solutions on handling debts; drastically collected tax debts and reduced outstanding debts; periodically publicize tax debtors; prevented new tax debts and debts as of December 31, 2022 higher than those on December 31, 2021.
In addition, the department has strengthened training to improve the officers’ qualifications and arranged experienced officers in appropriate positions.
