Improve quality of implementation of National Single Window

VCN – As the Standing office of National Steering Committee on ASEAN Single Window (ASW), National Single Window (NSW) and trade facilitation (Committee 1899), the General Department of Vietnam Customs (GDVC) will continue to coordinate with ministries and government agencies to improve the quality and efficiency of the implementation of NSW and expand the connection with non-ASEAN countries.

Enhancing efficiency of execution

According to the Customs IT and Statistics Department, at the end of 2021, 235 administrative procedures of 13 ministries and government agencies were processed via the NSW with 4.7 million dossiers of over 51,500 enterprises.

28 new administrative procedures have been officially connected to the NSW in 2021.

In 2021 alone, Vietnam received 202,645 C/O and sent 896.407 C/O to other countries.Currently, Vietnam has officially connected to the ASW to exchange C/O form D with nine ASEAN member states. End-2021, the country received 461,939 C/O from ASEAN member states and sent 1,212,880 C/O to ASEAN member states.

Director of the Customs IT and Statistics Department Le Duc Thanh said that to improve the efficiency of the implementation of NSW and ASW in 2022 and following years, the General Department of Vietnam Customs (GDVC) and relevant agencies will perform a number of tasks.

The GDVC will perform the regulating role in implementing ASW; urge ministries and government agencies to implement tasks under Decision 1254/QD-TTg and Decision 1258/QD-TTg of the Prime Minister on action plans to promote NSW, ASW and reform of specialized inspections for imports and exports and trade facilitation for the 2018-2020 period, and direction of Deputy Prime Minister, Chairman of Committee 1899 Pham Binh Minh.

35 administrative procedures will be officially connected no later than the first quarter of 2022, under Decision 1254/QD-TTg and Decision 1258/QD-TTg of the Prime Minister.

In the foreseeable future, the Customs IT and Statistics Department will coordinate with the ASEAN Secretariat and ASEAN countries to exchange ASEAN customs declarations in accordance with ASEAN’s plan and roadmap. The GDVC will also collaborate with relevant agencies to connect other e-documents to the ASW, and negotiate and connect procedures with non-ASEAN countries.

In 2022, the GDVC will prepare relevant requirements to implement pilot exchange of phytosanitary certificates with ASEAN countries. The country’s top customs regulator plans pilot exchange export declaration with the Eurasian Economic Union (EAEU) in the second quarter of 2022. In addition, Vietnam is expected to pilot connection and exchange of e-C/O with South Korea and New Zealand.

Building a centralized information technology system

The GDVC continues to preside over and work with ministries and government agencies to expedite the building and implementation of the master plan on the development of a centralized IT system for the execution of NSA and ASW, and submit the plan to the Prime Minister in the first quarter of 2022.

Regarding the development of the Government Decree connecting and exchanging information between Government agencies and related parties via NSW for imports and exports and goods transit, the GDVC will focus on key tasks such as reviewing the information list for each ministry or government agency; gathering consultations on the draft decree, and getting verification on the draft decree from the Ministry of Justice, reporting consultations and verification, submitting the decree to the government for the promulgation of the Decree.

Director Le Duc Thanh said the Ministry of Finance will submit the Decree to the Government for signing and promulgating in the second quarter of 2022.

“The actual implementation shows that the nature and workload of building a list takes a lot of time and involves many ministries, government agencies and units. Therefore, the GDVC strives to report to the Ministry of Finance to submit to the Government for the promulgation of the Decree as soon as possible," the Director said.

In addition, the GDVC, ministries and government agencies will focus on building an IT system to serve the implementation of the Decree stipulating the management mechanism, method and order, procedures for quality inspection and food safety inspection of for imports; connect the NSW Portal to the National Public Service Portal; develop an action plan to implement NSW, and promote the logistics industry and facilitate trade for the 2022-2026 period.
