In 2018, the Customs sector will renovate its human resource management

Therefore, in 2018, the Customs sector will strongly deploy this task by perfecting the working position system; evaluating the capacity of civil servants in some key areas; and step by step applying to the personnel organization
Key task
As one of the key tasks of the Customs sector in 2018, right from the beginning of the year, General Director of Customs Nguyen Van Can has worked directly with the Hanoi Customs Department (one of the first units carrying out this task in 2018) about the model, structure, organization at Noi Bai International Airport. He confirmed that “ Basing on works and tasks to arrange humans rather than basing on humans to arrange work”.
In order to specifying the renovation of human resource management, Director of Hanoi Customs Department Nguyen Van Truong noted that in 2018, the Department has proposed to merge and reorganize a number of working teams in some of its Customs Branches in a streamlined, effective, and suitable way for each unit's characteristics and administrative reform requirements. In order to streamline the apparatus, Hanoi Customs Department will reduce from 24 focal points to 23 focal points (two control teams are combined into one); and reduce from 54 working teams to 40 working teams.
In terms of the whole sector, the General Director of Customs has recently signed a decision to promulgate a plan on renovating some capacity-based human resource management capacity according to the working position in 2018
The plan aims to create a consensus, agreement and active participation and responsibilities of units in the sector when implementing some activities of renovating the human resource management. The General Department of Customs determined that the renovation of human resource management is an urgent and strategic task, is to build a contingent of professional customs officers capable of carrying out the tasks of the sector in the new period, especially the tasks performed by the Customs according to the provisions of Resolution No. 19- 2017 / NQ-CP, Resolution 35 / NQ-CP of the Government and requirements of the Ministry of Finance.
According to this plan, the Customs sector will fully implement the renovation of capacity-based human resource management in some Customs Branches to solve the problems of improving the quality of human resources and to learn from experience before replicating it to the whole sector in the following stages. Thereby demonstrating the effectiveness of the innovation of human resource management and effectively contributing to addressing the shortcomings and inadequacies that the Customs sector is facing.
Thereby, by 2020, the Customs sector will successfully implement the policies and plans on renovation of personnel organization of the Party, the State and the sector; to overcome the limitations in the human resource management of the Customs in line with the general development trend and introduce pioneering activities. At the same time, contributing to speeding up the Customs modernization towards facilitating import-export activities, raising the capacity of civil servants, improving the effectiveness and efficiency of public duty performance and preventing harassment and enhancing the Customs integrity.
Deploying on 6 fields
Specifically, the tasks of renovation of some activities for the human resource management in 2018 will be the capacity assessment of civil servants in the personnel organization, and other activities for the following years. 6 key fields are selected to be implemented including: monitoring and management, import and export duties, anti-smuggling, post-clearance inspection, risk management, and violation handling. Many steps are carried out such as: Reviewing and standardizing the working position system; reviewing and developing a capacity framework; Developing and applying Customs operation handbook according to working position; Evaluating capacity and making profiles for civil servants, and realizing the results of capacity assessment.
The above activities are carried out from the General Department to the Branches for 6 departments (which are in charge of above 6 fields) at the General Department and the Customs Department: Ho Chi Minh City, Hanoi, Hai Phong, Da Nang, Quang Ninh, Binh Duong. For Dong Nai Customs Department in particular, in addition to the above activities, the Department will deploy additional activities: piloting, rotation, assignment and arrangement from advisory division to the Branches. Since this is a unit that has fully implemented import-export activities, implemented capacity assessment four times and had a system for evaluating the results of the task performance and systems for effective work management .
Then, some Branches will take the lead in implementing all the above activities in 2018, including: Mong Cai Customs Branch (Quang Ninh Customs Department); Northern Hanoi Customs Branch (Hanoi Customs Department); and Port III Customs Branch (Ho Chi Minh City Customs Department).

According to the General Department of Customs, this is a matter of great concern, directly related to human beings (assessment, arrangement, assignment and rotation, etc), so in order to ensure the implementation of the policies issued by the Party, the Government and the sector on renovation of personnel organization, Deputy General Directors in charge of fields and units shall guide the implementation in order to ensure the progress and quality of the renovation under the plan of the General Department. The General Department of Customs also set up a specialized group to carry out capacity assessment for both departments in the General Department of Customs and the local Customs departments.
Objectives In 2018: Completing the working position system, thereby clarifying responsibilities, and rights of working position; evaluating capacity of civil servants in charge of 6 main fields in six departments in the General Department of Customs and some key Customs departments, and step by step applying the personnel organization (training, arrangement, assignment, rotation ). In 2019: Completing capacity assessment of civil servants in all fields of the sector, applying it in the assignment, rotation, arrangement and training in some fields and units; Initially managing the performance of civil servants in some departments in the General Department of Customs and Customs departments In 2020: Implementing synchronously the activities of capacity assessment, performance management and applications in human resources for the major professional areas of the sector |
