Ministry of Agriculture and Rural Development actively implements the National Single Window

The Ministry of Agriculture and Rural Development (MARD) is trying to deploy new procedures, meeting the objectives of the plan assigned by the National Steering Committee on ASEAN Single Window, NSW and trade facilitation (Commission 389).

Talking to reporters, the representative of the Office of Public Administration Reform (Ministry of Agriculture and Rural Development) said that it is expected that in April this Ministry will officially connect 3 new procedures to the NSW.

The proposed connection procedures include: Granting import permits for plant protection drugs; Licensing import and export permits of plant genetic resources;

After connecting 3 new procedures, it will increase the total administrative procedures of MARD connecting NSW to 18, accounting for more than 50% of the total number of procedures connected by this Ministry (18/35 procedures).

In particular, the leadership of the Ministry of Agriculture and Rural Development has directed its attached units to thoroughly grasp the spirit of breakthroughs, completion and finishing (in implementing NSW) in 2019.

According to the Standing Office of Public Administration Reform, in order to implement the above objectives, the leadership of the Ministry of Agriculture and Rural Development requires attached units to implement a series of very specific tasks.

In particular, the Department of Animal Health, Plant Protection Department must complete the building and upgrading of software with procedures to connect NSW to implement a unified code on quarantine and quality control for commodity groups of food, animal feed materials, aquatic products with origin from animal and plant.

The Plant Protection Department, the Department of Crop Production and the Department of Agriculture, Forestry and Fisheries Quality Control urgently coordinate with the General Department of Customs and Viettel Group to complete the connection of administrative procedures according to the plan of 2018.

At the same time, it is necessary to developthe plan to implement new procedures in 2019 to ensure requirements, quality, progress and efficiency.

The Department of Animal Health urgently coordinated with relevant units to complete the procedures for investment project "NSW Mission, ASEAN Single Window, 2019-2020 of the Department of Animal Health" to ensure the requirements and progress ofimplementation plan completed 10/13 procedures (80%) in 2019, and 20% of remaining procedures in early 2020.

The Department of Plant Protection, Department of Animal Health will cooperate with the General Department of Customs and related agencies and units to implement the ASEAN e-customs declaration, certificate of animal and plant quarantine in ASEAN according to the plan of 2019 of the 389 Committee and guidelines of the Permanent Agency (Ministry of Finance, General Department of Customs).

At the same time, the leadership of the Ministry of Agriculture and Rural Development directs the units to continue to coordinate with relevant units in implementing NSW, ASEAN Single Window for seaports, airports and border gates according to the direction, guidance and regulation of MARD and the 389 Committee.

For the Informatics and Statistics Center, the leadership of the Ministry of Agriculture and Rural Development assigns the task of administering the system with smooth operationof the NSW portal as prescribed (including Saturdays and Sundays), ensuring safety, network security and technical requirements under the scope of management, serving the deployment of NSW, ASEAN Single Window under its management.

According to the StandingOffice of the Public Administration Reform (Ministry of Agriculture and Rural Development), thoroughly grasping the direction of the 389 Committee and the leadership of the Ministry of Agriculture and Rural Development, the units are very active in performing related tasks.

In particular, the Standing Office of Public Administration Reform will coordinate with relevant units to set up a monitoring mechanism, report on NSW implementation results, ASEAN Single Window mechanism of each general department, department, sub-department and regional center on the National Single Window System. This is an important requirement to ensure the management, direction and administration requirements of MARD’s leaders.
