National Single Window system receives Sao Khue Award

On May 16, Vietnam Software & IT Services Association (VINASA) launched Sao Khue Award 2020 for 112 outstanding products, software solutions and IT services, including the National Single Window system.

According to the General Department of Vietnam Customs, Vietnam has participated in developing the ASEAN Single Window (ASW) since 2005.

To deploy ASW, in November of 2014, Vietnam began officially implementing the National Single Window (NSW).

With the role of Permanent Agency of National Steering Committee on ASW, NSW and trade facilitation, the Ministry of Finance (General Department of Vietnam Customs) has made efforts to coordinate smoothly with other ministries and sectors in implementing tasks assigned by the Government and achieving remarkable results.

According to statistics of General Department of Vietnam Customs, as of April 25, 2020, 198 administrative procedures of 13 ministries, sectors have been launched on the NSW with more than 3 million dossiers of more than 37,000 enterprises.

Regarding the ASW, Vietnam has connected to exchange information of e-C/O form D with nine countries including Singapore, Malaysia, Indonesia and Thailand (since January 1st, 2018), Brunei (April 1, 2019), Cambodia (July 1, 2019), Myanmar (December 9, 2019), Laos (December 23, 2019) and Philippines (February 25, 2020).

Up to April 20, 2020, Vietnam has received nearly 200,000 C/O from ASEAN countries and Vietnam sent 227,000 C/O to other countries.

Regarding the implementation of connections with non-ASEAN partners, the Ministry of Finance has completed technical testing of connecting and exchanging messages on testing export customs declarations with the Eurasian Economic Union. Currently, they are negotiating to exchange certificates of origin (C/O) with the Eurasian Economic Union; e-C/O with South Korea and electronic quarantine certification with New Zealand.

The implementation of NSW and ASW has brought many benefits to people and businesses, cutting time to complete licensing procedures and cargo clearance of import and export shipments, saving costs and using resources appropriately and effectively, increasing transparency in processing administrative procedures and reducing contact between people, businesses and authorities.

For authorities, national single window mechanisms have contributed to promoting administrative reform, completing the State management regime and policies for import and export activities; promoting the application of information technology in State management agencies towards building e-government.

The Sao Khue Awards have held annually since 2003.
