Procedures for certifying origin declaration abolished: VND23 billion and nearly 500,000 man-hours saved

Cutting procedures, more than VND23 billion saved

At its regular meeting in October 2020, the Government assigned the ministries of Public Security, National Defense, Finance, and Transport and relevant authorities to link and share data about origin of imported vehicles as a basis to replace the origin declaration and issuance of vehicle registration certificates and license plates on the National Public Service Portal, said the Ministry of Finance.

Accordingly, the Ministry of Finance has worked with the Ministry of Public Security, the Ministry of National Defense and the Government Office to deploy data sharing between the General Department of Customs and the Traffic Police Department (Ministry of Transport) and the Department of Vehicles-Machine (Ministry of National Defense) via the Government's document linkage system, that allows using online information and data of imported vehicles to replace the paper origin declaration.

On November 30, 2020, the Ministry of Finance issued Official Letter 14650 guiding the declaration and sharing of origin data of imported means of transport to replace the paper origin declaration.

From December 1, 2020, the Customs authority has not carried out the procedures for certifying the origin declaration for road motor vehicles that are registered under the provisions of Circular 58/2020 of the Ministry of Public Security dated June 16, 2020.

From July 1, 2021, the Customs authority has not carried out the procedures for certifying the origin declaration for motor vehicles used for national defense purposes as prescribed in Circular 102/2016 of the Ministry of Defense dated June 29, 2016.

After more than six months of implementation (from December 1, 2020 to June 20, 2021), the number of road motor vehicles that must be registered under the provisions of Circular 58/2020 of the Ministry of Public Security has been cleared by the Customs without submitting a declaration of origin is 231,461 units.

The Ministry of Finance said that the abolition of the procedure for certifying the origin declaration has greatly benefited the State and the business community. Many documents and administrative procedures have been cut.

According to preliminary calculations based on a survey of the Vietnam Association of Automobile Manufacturers, automobile and motorbike manufacturers and reports of local customs departments, the abolition of the procedure for certifying origin declaration helped businesses saved over VND23 billion for 231,461 imported vehicles and reduced time and human resources for administrative procedures; and helped customs save nearly 500,000 man-hours.

Timely guidance to solve problems

According to the Ministry of Finance, in the early stages of implementation, some vehicle registration units of the Traffic Police Department have not yet received full electronic data of vehicles. However, the General Department of Customs has worked with the Administrative Procedures Control Agency (Government Office) and the Traffic Police Department to promptly deal with the problem. To date, the data sharing system between agencies has been run well.

Besides, during customs process, some importers declare inaccurate or insufficient information about vehicles, making the customs database system fail to collect data to share with the vehicle registry agency.

The General Department of Customs has regularly reviewed the inaccurate import declarations of vehicles to request local customs departments to guide importers to correct their declarations.

In addition, the General Department of Customs set up a hotline and email to promptly support organizations and individuals in customs procedures and vehicle registration procedures.

To effectively implement the abolition of procedures for certifying origin declaration, the Ministry of Finance said that the ministry will continue to direct the General Department of Customs to coordinate with the Traffic Police Department and the Department of Vehicles-Machines to regularly check and review information on vehicle shipments that have been cleared to promptly handle problems arising during the implementation process and smooth information connection.

At the same time, the Ministry of Finance proposes to the Prime Minister to direct the Ministry of National Defense to amend the provisions of Clause 2, Article 16 of Circular 102/2016 dated June 29, 2016 of the Ministry of National Defense on registration, management and use of motor vehicles within the Ministry of National Defense in the direction of using electronic data of imported vehicles to replace the paper origin declaration.
