Quang Nam Customs: proactively remove obstacles, nurture sources of revenue

Answering questions for enterprises

According to Quang Nam Customs Department, the unit has managed many industrial parks, especially export processing enterprises (EPEs). This is one of the specific types of businesses entitled to preferential policies on tax exemption following the regulation of free trade zones.

Therefore, the identification of conditions for conducting customs inspection and supervision for EPEs is one of the important regulations that must be implemented by EPEs.

A year since the effective date of Decree 15/2021/ND-CP, if an enterprise fails to satisfy the conditions for customs inspection and supervision, the enterprise will not be entitled to tax policies for free trade zones.

In order to help businesses comply with regulations and enjoy preferential tax policy, Quang Nam Customs Department has issued many notices and instructions related to the conditions of customs inspection and supervision for EPEs in the province.

However, most EPEs in the management area of Dien Nam-Dien Ngoc Industrial Park Customs Branch has not met the conditions for customs inspection and supervision.

Therefore, at the beginning of March 2022, Quang Nam Customs Department held a dialogue with EPEs located in the management area to continue urging and guiding enterprises to urgently implement conditions for customs inspection and supervision following Article 28a of Decree 18/2021/ND-CP of the Government, in order to enjoy tax policies for free trade zones.

Along with that, in order to facilitate businesses, when processing customs procedures, Quang Nam Customs Department promptly recorded and answered problems arising for businesses.

Accordingly, the unit has reported to the General Department of Vietnam Customs to guide and answer problems relating to documents of self-certification of origin under the EVFTA shown on commercial invoices or declaring information of origin in the dossier not matching with the form of declaration of origin of goods issued in Appendix VII, Circular No. 11/2020/TT-BTC; report on difficulties and problems in the process of implementing the additional declaration of scanned C/O, and propose to extend the time for the declarant to carry out and comply with regulations.

Nurturing source of revenue

Quang Nam Customs Department performs state management of customs in the operation area, including Nam Giang border gate area, Tay Giang sub-border gate area, Ky Ha port, Chu Lai port, Dien Nam - Dien Ngoc industrial park and industrial clusters in the area.

Although the number of customs officers and employees is not enough compared to large management areas and many large industrial parks, the unit has made great efforts to overcome difficulties and apply many modern management programs to support enterprises in import-export activities, nurturing sources of revenue.

In 2022, Quang Nam Customs Department is assigned to collect VND4,700 billion; the striving target is VND4,900 billion. As of April 15, 2022, Quang Nam Customs Department has completed cargo clearance for over 37,000 import-export declarations, with a total import-export turnover of over US$1.4 billion. The unit's revenue collection reached over VND2,829 billion.

Thus, to nurture revenue, besides solving arising problems, Quang Nam Customs Department has performed its commitments under the "Client Charter" with high responsibility, 100% of declarations are resolved within the prescribed time limit, goods will be cleared in a timely manner, creating favorable conditions for the operation of enterprises.

Furthermore, following the correct procedures on the online public service system, the dossiers are handled promptly and within the prescribed time limit. At the same time, maintaining consulting activities to provide information and answer problems for individuals, organizations and businesses.

In addition, in order to properly and fully collect taxes for the budget, the Department's leaders directed the units to review and inspect the classification of goods, and apply tax rates. The subordinate units will also guide enterprises, review and check the declaration of enterprises.

After the Covid-19 pandemic, import-export activities of enterprises are recovering.

According to information from Truong Hai International Shipping and Forwarding Co., Ltd (THILOGI) belonging to Truong Hai Automobile Joint Stock Company (THACO) in 2021, the volume of goods imported through Chu Lai port was three million tons. It was expected by 2022, cargo volume might increase to 4.5 million tons, including 69,000 import containers, 15,000 agricultural product containers and 10,000 other cargo containers.

In order to manage and complete customs procedures in a timely manner for the increasing volume of import and export goods passing through the port, Quang Nam Customs Department has actively developed plans and applied information technology to customs management and professional operation to reduce clearance time and costs for businesses.

Currently, the rate of import and export goods subject to physical inspection (red channel) at border gates in the area accounts for just over 1.6% of total customs declarations, the rest is green channel - exempt from conducting physical inspection and Yellow channel - check dossier. These are the advantages to help import and export goods of enterprises clear quickly.
