Saving over 50 million hours of storage for import-export goods

At a briefing conference on the Government Symposium on "Promoting the National Single Window (NSW), ASEAN Single Window (ASW) and Trade Facilitation" organized by the Ministry of Finance on 19/7, Deputy General Director of Customs Nguyen Cong Binh- representative of the Permanent Committee of the National Steering Committee on ASW, NSW and trade facilitation, informed on outstanding results in the implementation of NSW, ASW and specialized inspection.
According to the Deputy General Director, up to 15/7, there were 53 procedures of 11 ministries and sectors connected with nearly 1.34 million dossiers of 22,800 enterprises that have been processed through NSW.
From now to the end of 2018, 143 ministries will register 143 procedures, bringing the total procedures to 196, reaching 78% of administrative procedures as proposed by ministries and sectors (196/251).
As for ASW, from 1/1/2018, Vietnam has officially exchanged information by electronic C/O form D with 4 countries including Singapore, Malaysia, Indonesia, and Thailand, and used this voucher as a basis for applying the preferential tariff under the ASEAN Trade in Goods Agreement. Till 10/6/2018, the total number of C/O received in Vietnam from the four countries was 28,509; The total number of C/O in Vietnam sent to 4 countries was 14,392.
About the specialized inspection, the ministries and branches have amended and supplemented 80 documents related to the management of sector transfer, reaching 92% of the total documents to be amended. By the first quarter of 2018, the number of items subject to management and inspection was 78,390 items, reduced by 4,403 items compared with February 2015.
Furthermore, Deputy General Director Nguyen Cong Binh said that according to the World Bank's report on business environment, in 2017, the direct clearance time at border gates of Vietnam for exported goods decreased by 3 hours (from 58 down to 55 hours); Imported goods fell by 6 hours (from 62 to 56 hours); The cost of customs clearance at the port of entry for a shipment has reduced by $US 19.
"It is estimated that with over 11 million declarations in 2017, enterprises would save more than $US 200 million for customs clearance procedures; saving over 16 million storage hours for exported goods (with 5.36 million declarations for export) and over 34 million hours for warehousing (5.72 million import declarations). This result reflected the administrative reform efforts of the Government agencies in the field of cross-border goods exchange. According to the report on the business environment by the World Bank, in the last two years (2016, 2017), Vietnam has always maintained its position in the four countries with cross-border crossing index,” - Deputy Director General Nguyen Cong Binh said.
