Strengthen the management of goods transporting independently

Specifically, for receiving of information on independent transport declaration, the General Department of Vietnam Customs instructed that in case of border gate to border gate transportation for export goods to carry out customs procedures in the form of independent transport, Customs branches only accept the independent transport declarations that have declared information of the "export declaration number" of the goods. In case when receiving the customs declaration of independent transport together with related dossiers but the item "export declaration number" of goods has not been declared yet, the declarant must make an additional declaration to supplement the above information.

Regarding the implementation of customs procedures, besides checking information on the declaration, documents in the customs dossier and other relevant information as prescribed in Article 51 of Circular 38/2015/TT-BTC amending and supplementing in Clause 29, Article 1 of Circular 39/2018/TT-BTC of the Ministry of Finance and Clause 1 Article 41 of Decision 1966/QD-TCHQ of the General Department of Vietnam Customs, when receiving and checking the customs dossier for an independent transport declaration, the customs official who received the dossiers will check and compare the container number as declared on the independent transport declaration with the container number declared on the export declaration to determine the suitability and accuracy of the declared information before approving the declaration of independent transport.

In case of detecting incorrect information, detecting the container number does not belong to any export declaration as declared on the independent transport declaration when checking and comparing, this independent transport declaration would not be approved. At the same time, transferring information to the enforcement unit of the customs department for reviewing and clarification.

If the export declaration has made an amendment or supplement in accordance with the form No. 03/KBS/GSQL, customs officials must strictly follow the instructions at Point b Clause 1 Article 12 Decision 1966 / QD-TCHQ for customs officials to have a basis for comparison to carry out customs procedures for the independent transport declaration.

At the same time, the General Department of Vietnam Customs assigned the Customs Control and Supervision Department to work with the Customs Information Technology and Statistics Department and the Anti-Smuggling and Investigation Department to develop and deploy control of exported goods and report to the General Department of Vietnam Customs.
