The plan of the Aviation National Single Window is implemented by the Hanoi Department of Customs and other units under the General Department of Vietnam Customs, airline companies, and relevant State authorities to start from January 1, 2017.

At a recent meeting of the Aviation National Single Window Board, the Deputy Director General of the General Department of Vietnam Customs, Mr. Nguyen Cong Binh emphasized: “The Aviation National Single Window is essential to reform and simplify Customs procedures and reduce clearance time in accordance with Government policies. This type of service has special characteristics such as high quality services, quick Customs clearance and accurate information, which brings both advantages and challenges for State authorities. Therefore, there is a need for efforts of Customs authorities, Ministries, airline companies and enterprises in the field of warehouse and port business.

According to the Hanoi Department of Customs, State authorities (Police forces, Customs officers and port authorities) still implement procedures manually. There is a lack of connection and sharing of information among State authorities while enterprises in the field of aviation are currently exchanging information electronically. This has caused difficulties for State authorities in detecting and preventing violations due to lack of information. In fact, airline companies have not connected electronically with State authorities, so they must still submit paper records, which slows down handling procedures and makes it difficult for Customs officers to manage.

In recent times, the Hanoi Department of Customs has actively prepared infrastructure and equipment, and coordinated with relevant State units to evaluate the actual situation at airports and enterprises in the field of aviation. In order to make a specific plan, from mid-August 2016, the Hanoi Department of Customs held a joint working group including the General Department of Vietnam Customs, the Hanoi Department of Customs and the Ministry of Transport to research professional practices, data standards and the information exchange system between airlines and airport authorities.

In addition, plans about coordination among State agencies and airlines were also set out. From August to September 2016, there was a series of working meetings among the General Department of Vietnam Customs, the Hanoi Department of Customs, the Ministry of Transport (the Information Technology Center, the Department of Transportation, the Department of Aviation), the Ministry of Public Security, Vietnam Airlines Corporation, Noi Bai airport, Services companies (HGS, VAGS) and enterprises in the warehouse business (ALSC, ACSV, NCTS) to discuss the policies, coordination activities and roadmap for the Aviation National Single Window.

On September 8, 2016, the Hanoi Department of Customs and the Information Technology and Customs Statistics Department dicussed with Vietnam Airlines Corporation the systems of Vietnam Airlines and the implementation of the National Single Window. After that, Vietnam Airlines was selected as the first airline company to implement the Aviation National Single Window. The two sides agreed with the roadmap and the NSW plan of implementation. The detailed content of technical solutions for the connecting system has been further discussed.

To October 20, 2016, the Hanoi Department of Customs collaborated with the Northern Airport Authority to discuss with 46 airlines operating at Noi Bai airport about the implementation of the Aviation National Single Window. The plan was quickly implemented uniformly. Accordingly, the construction of the Aviation National Single Window will be completed and put into operation from January 1, 2017 for Vietnam Airlines and for other airlines from March 1, 2017.

In order to speed up the process, the Hanoi Department of Customs is working closely with functional units under the General Department of Vietnam Customs, airlines and relevant authorities to amend legal documents on technical requirements and a list of functions of the National Single Window. In addition, the Department will continue to collaborate with units under the General Department of Vietnam Customs to collect data and build connecting systems with Vietnam Airlines, 3 warehouses and Noi Bai airport; complete the draft decision of the Prime Minister on the implementation of the Aviation National Single Window; and accomplish the overall plan.

- On September 15, 2016, the General Department of Vietnam Customs issued Decision 3005/QD-GDC on the establishment of the Aviation National Single Window Board.

- On September 19, 2016, the Hanoi Department of Customs and the Information Technology and Customs Statistics Department worked with the authority of Noi Bai International Airport on the implementation of Article 64 of Decree 08/ND-CP on flight information connecting to the National Single Window system.

- On October 3, 2016, the General Department of Vietnam Customs carried out a survey and worked with the relevant units (including port authorities, airlines, aviation warehouses, and the Customs Branch of Tan Son Nhat International Airport).

- On October 11, 2016, the Hanoi Department of Customs completed draft documents on technical requirements and a list of functions of the National Single Window.

- On October 20, 2016, the Hanoi Department of Customs collaborated with the Northern Airport Authority to discuss with 46 airlines operating at Noi Bai airport about the implementation of the Aviation National Single Window.
