VCN - The coverage of health insurance reached 81.7% of the national population, exceeding by 2.7% the target given by the Prime Minister. This information was published by the Deputy General Director of the Vietnam Social Insurance, Mr Nguyen Minh Thao at the Conference of administrative reform and mission deployment in 2017, in 1-3-2017.

According to Mr Nguyen Minh Thao, until 31-12-2016, the number of participants of social insurance, health insurance, unemployment insurance is 76.1 million people, reaching 101.5% of the assigned plan (increased by 5.9 million compared to 2015). In particular, the number of participants in compulsory social insurance was 12.9 million people, unemployment insurance was 11.1 million; Voluntary social insurance is 203,000 people and 75.9 million on health insurance. However, beside the achievements obtained, insurance industry still has limitations. For example, guiding the implementation of some regimes in accordance with the law of the authorities was incomplete or not timely that lead to social insurance agencies to be confused in implementation, the rights of participants of social, Health insurance are affected, especially employees working in units which owed social insurance premiums, or units is in the process of bankruptcy, dissolution or employees escaped,…. Besides, in 2016 even though the debt has decreased compared to last year but still high, did not overcome the shortcomings such as inability of debt recovery, debts in decommissioned businesses, dissolution, bankruptcy or employers fled; many businesses do not comply with the law on social insurance, health insurance, and try not to pay insurance, or pay insufficiently; the coordination of State authorities and implementing agencies were not close enough. In addition, the initiation of lawsuits on units that use the worker who owe social insurance of unions still remain many shortcomings; some localities have not promptly submitted their share of budget contribution, support for paying unemployment, health insurance and not determined in the inspection, examination and handling the violations of social insurance, health insurance by encouraging investment, production , local business; Status of profiteering health insurance funds has not been completely overcome, especially in some medical establishments taking advantage of the policy of rights expansion for patients. Progress of information technology applications in the field of health insurance under the direction of the Prime Minister is slow or not in compliance with technical requirements.

To overcome the above limitations, according to the General director of Vietnam Social Insurance Ms Nguyen Thi Minh, in the future, the agency will continue to implement administrative reforms, the focus is on the reform of administrative procedures; accelerate the application of information technology in management activities, construct and complete business software, building an united database system, perform inter-data with health care establishments; strive to complete the computerization of the operations of the industry in accordance with the roadmap, particularly activities related to serving the people and businesses; building modern social insurance system, professional, with high efficiency.
