The plan to deploy the National Single Window and ASEAN Single Window for 2016-2020

A specific target by 2020 is to complete the deployment of all administrative procedures of ministries and agencies in management of imported, exported, transited goods; passengers and means of transport relating to exit, entry and transit through the National Single Window.
Customs clearance time and clearance of cargo, passengers and means of transports related to Single Window administrative procedures are the same as those in the group of 4 leading countries in ASEAN.
Furthermore, It is ensured that 100% of administrative procedures handled through the National Single Window are paid costs and fees by electronic methods.
Complete the legal basics
One of the solutions to implement the plan is to complete the legal basics and reform the administrative procedures, including establish full legal frameworks for the use and exchange of electronic documents, electronic records for administrative procedures in the country, foreign countries and the economic community.
Reviewing amending and supplementing the legal documents with the aim of cutting down unnecessary administrative procedures; simplifying the implementation process of administrative procedures and records, documents submitted in orientation of maximum application of electronic documents; re-using electronic information and documents, administrative decisions related to records saved on the National Single Window Portal are to perform the administrative procedures through the National Single Window instead of requesting businesses, organizations to submit those administrative information, documents and decisions.
Ensuring the legal basis in providing public services at level 4 through the National Single Window, Forming up the national data on electronic forms, documents in administrative and commercial sectors is to apply for all administrative procedures processed through the National Single Window.
Creating the legal basis in using services provided by a third party is to bring advantages for both enterprise and State authorities in implementation of administrative procedures through the National Single Window and ASEAN Single Window.
Establish IT system
The next solution is to establish and deploy the IT system. Specifically, the IT system is set up and developed in orientation of handling on the base of the National Single Window to satisfy the implementation process under commitments of the Government and save and ensure the investment efficiency and take advantages of resources as well as enhance information security.
Completing the National Single Window Portal is to carry out the ASEAN Single Window under a roadmap and ensure the exchange and process of commercial documents among countries, economic community, business to business for trade facilitation and enhancement of national competitiveness
Improving the use of services of a third party is to facilitate the businesses and the State Authorities in implementation of the administrative procedures through the National Single Window and ASEAN Single Window.
