235 administrative procedures connected to National Single Window

Performance results increase dozens of times
From the official operation to September 2021, the number of ministries and government agencies connecting to the National Single Window increased four times; administrative procedures rose 39 times; enterprises soared 23 times and dossiers grew about 193 times. |
Since the 7th meeting of Committee 1899 (September 2020), ministries have officially connected 35 procedures and completed the connection inspection and preparation for official launching for six new procedures of the Ministry of Defense; upgraded and updated 10 procedures and organized 11 training courses.
As of September, 235 administrative procedures of 13 ministries and government agencies have been connected to the National Single Window with about 4.1 million dossiers of nearly 49,500 enterprises.
Vietnam has officially connected to the ASEAN Single Window to exchange information of e-certificate of origin form D with nine ASEAN member states. From 2018 to September 20, 2021, Vietnam has received 413,887 certificates from ASEAN states and sent 1,079,798 certificates to the states.
As of September, the number of e-C/O from D exchanged via the ASEAN Single Window increased from 4,445 C/O forms in 2018 to 1,493,685 C/O forms in September 2021.
The country has also completed the development of functions for testing of information exchange of ASEAN customs declarations, worked with the states to connect through the test environment.
In early August 2021, Vietnam started piloting the information exchange of ASEAN declarations with Indonesia, Brunei, Laos and other ASEAN states.
The Ministry of Finance has completed the testing of connection techniques and the exchange of test messages on export customs declarations with the Eurasian Economic Union. Currently, the ministry has completed the pilot information exchange via the open Internet channel as well as the development of a secure connection and prepared the pilot exchange via the secure connection channel.
The Ministry is working with the Ministry of Industry and Trade to negotiate technical requirements for building an exchange of certificates of origin system with the Eurasian Economic Union, and exchanging information on e-C/O forms with South Korea.
Vietnam signed an "Agreement on facilitation of clearance of agricultural, forestry and fishery products through the use of electronic certificates" with New Zealand.
Striving to complete decree on information exchange
In the near future, the General Department of Vietnam Customs (GDVC) will continue to work with ministries and government to implement tasks in the Prime Minister’s Decision 1254 and Decision 1258, directions of Deputy Prime Minister Pham Binh Minh, and Chairman of Committee 1899. Accordingly, the GDVC will officially connect 26 administrative procedures in the first quarter of 2022.
The GDVC chairs and coordinates with ministries and government agencies to expedite the Master Plan on building and developing an information technology system for the implementation of the National Single Window, the ASEAN Single Window; develops a decree on information connection and exchange via the National Single Window; connects and integrates the National Single Window Portal with the National Public Service Portal.
It develops an action plan to implement the National Single Window and promote logistics industry and facilitate trade for the 2021-2025 period.
