Da Nang Customs implements three solutions to create digital transformation platform

Actively applying and building IT software

According to Da Nang Customs Department, information technology is the key factor that has helped the department successfully implement Customs reform and modernization.

Motivated by the promotion of IT, the customs process is performed electronically anytime and anywhere. It is also a premise for Da Nang Customs to develop a plan for the digital transformation of the Customs sector.

The city’s department has closely followed and focused on implementing solutions to accomplish the goals set out on the five-year plan on IT application in the operation of the Ministry of Finance and the General Department of Vietnam Customs.

After five years of implementation, the department has achieved targets such as implementing and developing online public services at level 3 and 4, building IT application systems, the effective use of IT application systems in public service performance, and ensuring the security and safety of the IT system.

The VNACCS/VCIS and centralized Customs IT systems have run stably 24/7, ensuring the quick customs clearance of imports and exports, reducing cost and time and improving competitiveness.

In addition, the department has developed some software for internal management at the Department.

The enhancement of IT application and effective implementation of solutions to facilitate import and export activities has contributed to the growth of the department over the years. In the last five years, the import and export turnover, the total number of declaration forms and revenue of the department have increased.

In 2017, the number of declaration forms reached 96,182; the total import and export turnover in the area was over US$3,315 million; the department’s revenue was VND3,323 billion. In 2021, the number of declarations increased to 114,452; import-export turnover reached US$3,562 million; the department’s revenue increased by 17.31% to VND4,954 billion.

Although the achievements have contributed to the outstanding growth of the Customs sector and Da Nang Customs, there are still shortcomings.

According to the Da Nang Customs Department, there are too many applications that require customs officers to run a lot of software to handle the procedures, moreover, the integration among systems is still limited.

Providing three solutions and eight tasks

Facing the transformation of science and technology, as well as the application of digitization in the state management, on the basis of the goal of Digital Transformation of the whole Customs sector, Da Nang Customs Department determines that this is a key task and must be performed in an effective manner.

The department has developed a Digital Transformation Plan at Da Nang Customs Department by 2025, with an orientation to 2030. The department has followed the roadmap and plan on the Digital Transformation of the Customs sector.

Director of the city’s department Quach Dang Hoa said that the department sets eight tasks to run the digital transformation including completing policies to ensure a legal framework for the performance; participating in digitization of process and data, applying smart and integrated IT application and 4.0 technology application in internal administration; performing public services and supporting the business community in digital transformation; implementing administrative procedures on the National Single Window and ASEAN Single Window; developing digital infrastructure, platforms and data; ensuring information security and safety; and developing human resource.

The department has proposed solutions to perform the tasks. Which focuses on three key solutions to create a digital transformation platform and implement digital transformation, including:

Firstly, changing awareness and developing human resources for digital transformation: promoting the changing of thinking, raising awareness and digital skills of Customs officers and strengthening interactions with people and businesses. Training for officers in the department on digital transformation, development of digital government, digital economy, digital society, especially improving skills in data analysis.

Second, developing digital infrastructure, applying 4.0 technology and ensuring security and safety, including closely linking IT application with administrative reform, application of 4.0 technologies in customs management, promoting automation in all Customs processes; ensuring security and safety, and preventing disruption of operational activities that affect import-export activities in the city.

Third, improving service quality for people and businesses on the basis of deploying and providing online public services and accessible on various devices; using data to reduce the number of documents that people and businesses need in carrying out administrative procedures; building a culture in handling work and strengthening date connection and sharing to improve the satisfaction level of people and businesses.
