In line with the trend of digital transformation

The workshop was jointly held by the General Department of Vietnam Customs and the United States Agency for International Development (USAID) on July 18 in Hanoi, attended by Deputy Director General of Vietnam Customs Mai Xuan Thanh, representatives of USAID and ministries, agencies, and businesses.

At the workshop, Deputy Director of the Department of Customs Information and Statistics Pham Duyen Phuong said that although achieving positive results, some shortcomings need to be removed and improved to enhance the quality of public services of State agencies; administrative procedures need to be implemented on the National Single Window in an effective manner; cost and time of implementation for businesses need to be reduced while still ensuring the efficiency and effectiveness of state management.

In addition, with the development of science and technology, especially, advances of the Fourth Industrial Revolution, the trend of cross-border trade and the global supply chain has gradually shifted to paperless form, e-transaction and e-commerce.

To meet the requirements of national digital transformation, develop a digital economy and remove obstacles to implementing National Single Window, the Ministry of Finance reported to the Government and the Prime Minister for approval of the “Decree on connection and sharing of information in export, import, transit of goods, people and means of transport under the National Single Window”.

When the decree is issued, it will be the legal framework for the State agencies to perform the digital transformation of state management in trade and cross-border transport, toward paperless administrative procedures.

Resolving six key content groups

According to Deputy Director Pham Duyen Phuong, the Decree is expected to solve six key content groups as follows:

First, reusing information issued by the State agencies through administrative decisions and administrative documents; thereby eliminating overlaps in requirements of record in performing administrative procedures of state agencies.

Second, making use of information on documents, records and transactions provided by parties involved in cross-border trade and transport activities once and used many times by many agencies and organizations; thereby, minimizing costs and time of enterprises in carrying out administrative procedures in import, export, immigration and transit.

Third, improving the reliability and timeliness of information and data; thereby enhancing the efficiency and effectiveness of state management for law enforcement agencies at border gates as well as for ministries.

Fourth, providing multi-dimensional information via a centralized database system to serve the direction, administration, planning and policy formulation of ministries, sectors, localities and leaders.

Fifth, providing information to assess the performance of state agencies through measuring the time to perform administrative procedures; thereby finding obstacles in policies, procedures, records and public service performance to make appropriate adjustments.

Sixth, creating a legal framework for information exchange towards mutual recognition of electronic documents with Vietnam's trading partners; thereby facilitating cross-border trade, and implementing transnational paperless administrative procedures.

At the workshop, the representative of the Department of Customs Information Technology and Statistics introduced an overview of the draft Decree; USAID experts and delegates commented on the draft Decree; US Customs representatives shared experiences in connecting information to the NSW.

Notably, the representative of the Risk Management Department introduced the list of information expected to be provided and shared through the NSW. After nine months of working with relevant ministries and sectors and gathering feedback from localities, the GDVC has collected 431 pieces of information from 21 ministries and sectors expected to be connected to the NSW.

Accordingly, 53 pieces of information of the Ministry of Transport needs to be connected to the NSW.

Only five ministries and sectors less than 10 pieces of information, including the Ministry of Planning and Investment (seven); Ministry of Foreign Affairs (six); Government Inspector (six); Ministry of Education and Training (four); Vietnam Federation of Industry and Trade (two).

According to the plan, the same workshops will be held in HCM City on July 20 and Danang on July 22.
