The import and export operations across border gates in recent times have faced difficulties due to the changing border policy of the Chinese Government, causing obstacles to the export of agricultural and fishery products, and disadvantages for Vietnamese enterprises.

Due to the effects of the Covid-19 pandemic, the Chinese Government continues to closely control residents and goods at border gates. Vietnam’s goods exported to China must undergo procedures, prolonging customs clearance time and reducing efficiency in import and export operations.

Vehicles transporting goods from China to Vietnam return to the country in a slow manner due to China's prolongation of disinfection and sterilization time, causing a backlog of vehicles at border gates.

On the other hand, the limitation in the infrastructure for border trade has caused difficulties for import and export activities across the area.

To remove shortcomings, the municipal customs department has proposed that there should be coherent regulations related to Vietnam’s exports to China, especially for agricultural, fishery products so that businesses will be more proactive in regulating goods.

The department has encouraged residents and businesses to shift the model of exporting between border residents to cross-border gate trade export, implement payment via banks and sale contracts to maintain sustainable development, prevent congestion at border gates, and bring high economic efficiency; instructed enterprises producing and processing agricultural and fishery products to comply with regulations on traceability, origin, packaging, labels, and requirements on prevention and control of the Covid-19 pandemic.

The municipal customs departments suggested warehouse and yard operators facilitate exporters of frozen fish products by taking goods in cold storage for preservation and avoid storage costs.

Customs units have been requested to comply with regulations on customs procedures, strengthen inspection and supervision for import and export shipments to detect violations in trade fraud related to quantity, category, customs value, tax rate and origin of goods. Closely control the area and assign officers, means and tools to detect smuggling; coordinate with local agencies and forces to combat smuggling and trade fraud; strengthen control to prevent smuggling and illegal transportation of goods across trails and border crossings; prevent the abuse of goods traded by border residents to smuggle and illegally transport goods across border gates.

Quang Ninh Customs Department has proposed to build the Asia-Pacific Agro-Forestry-Fisheries Trading Center as a place to gather and preserve agricultural and fishery products exported to China; build a center for testing, quarantine, stamping traceability of exported products.

The local customs department has proposed the local government ask the Chinese government to coordinate in resolving problems arising due to the pandemic, expand working time at border gate pairs, add some fruits eligible for export to the Chinese market; give priority in customs clearance for agricultural and fishery products and consumer goods; propose the Chinese side to quickly process customs procedures for vehicles at border gates.

To facilitate customs clearance of goods stuck at the border gate since December 21, the Chinese government has temporarily suspended import and export operations across Bac Luan Bridge I, and temporarily stopped customs clearance across Bac Luan Bridge II and the border crossing opening of the pontoon bridge Km3+4. Quang Ninh Customs Department requested the local government to work with the government of the Zhuang Autonomous Region of Guangxi Province to help resolving import-export activities for all shipments.
